In an exclusive interview in today’s Financial Times , Liberal Democrat leader Sir Menzies Campbell has said he does not believe a referendum is necessary. The position of the Liberal Democrats on the treaty has caused significant division within the party, with many calling for a referendum, and others, such as Campbell saying a referendum is unnecessary. With many Labour and Conservative MPs in favour of a referendum, any House of Commons vote on a referendum bill could involve the Liberal Democrats holding the swing vote. However Campbell has said, if there was to be a referendum, it should be more about membership of the EU, rather than just simply the treaty. “My judgment is a referendum is not necessary on this document, but if we were to have a referendum, then it is worth considering a more fundamental referendum, in a sense of being in or out.” - Sir Menzies Campbell Campbell believes that the treaty is sufficiently different to the original constitution text that a referendum is unnecessary.
