The new Constitutional Treaty ensures the new Europe can work effectively, and that Britain keeps control of key national interests like foreign policy, taxation, social security and defence.The Treaty sets out what the EU can do and what it cannot. It strengthens the voice of national parliaments and governments in EU affairs. It is a good treaty for Britain and for the new Europe.We will put it to the British people in a referendum and campaign whole-heartedly for a ‘Yes’ vote to keep Britain a leading nation in Europe. Labour Party Manifesto 2005 The UK Labour party, in 2005, promised the electorate a referendum on the Constitutional Treaty as a key election pledge. However in the past few months, with the new draft constitution reform treaty being published, the new Prime Minister, Gordon Brown, has categorically refused to honour that commitment.The primary argument that Brown et al. in Labour have, is that this is not the same constitution as Britain has optained opt-outs on justice and home affairs. However as this text is at least 90% the same as the constitutional treaty - this is a dramatic shift in policy, and undermines a key election promise to the people of Britain. Surely if Labour believed it could win the referendum it would have no problem proposing this to the people of Great Britain. However, with significant doubt about whether that would happen (and much speculation the people would say ‘no’) - it would seem this will be brought in regardless. So what has changed in 2 years? The likelyhood of a no vote perhaps. |
