Constitution Architect Criticises “Cosmetic Changes”

EU Observer reports that one of the chief architects of the EU Constitution, former French President, Valery Giscard-d’Estaing, has criticised the new “Reform Treaty” in a speech to the European Parliament on Tuesday. While declaring that the substance of the original constitution had been retained, he complained that “what was difficult to understand will become utterly incomprehensible”.

Meanwhile, Italian politician Giuliano Amato, former vice president of the convention under Mr. Giscard-d’Estaing said that EU leaders had deliberately made the treaty unreadable so that the reforms would be less noticeable, staving off demands for referenda in member states.

Mr. Giscard d’Estaing conceded that the “presentational changes to the text were partially chosen, no doubt, to make it possible for the treaty to be ratified by parliaments.”

In other words, Europe’s political leadership has decided that the citizens cannot be trusted to make an informed decision on whether or not they agree with the far-reaching provisions of this treaty. This is an unacceptable power grab and must be challenged.
