Bullying and Compromise Produce Deal on Treaty

At 5 O’Clock this morning, Angela Merkel announced to the press that the EU leaders had reached a deal on a mandate for the IGC, expected to begin in July, to agree the text of a new treaty to replace the Constitutional Treaty. Dr. Merkel announced “much of the substance [of the Constitutional Treaty] has been maintained”.

EU Observer reports that compromises sought by Britain, the Netherlands and France have been conceded. Poland held out on the new voting mechnism until the eleventh hour but, harried by Sarkozy and Blair and bullied by Merkel (she threatened to conclude agreement without Poland) Polish President Lech Kaczynski finally accepted a delay on its implementation until 2017 with a transition phase kicking in in 2014.
