| Negotiations between EU leaders on the so-called “Reform Treaty” (Constitutional Treaty to you and me) chaired by German Chancellor Angela Merkel continued until nearly midnight last night as Poland and the UK dug their heels in on a number of key issues. The Polish negotiating team is considering alternatives to its preferred voting system based on the square root of member states’ populations rather than that in the rejected Treaty which favours bigger states like Germany. Polish President Lech Kaczynsky told reporters he was “not an optimist” regarding the outcome as reported in EU Observer . Meanwhile, the UK is at the vanguard of a number of states who want to scrap the Charter of Fundamental Rights since it affects its common law system (and that of Ireland) while another group of states is insisting that it is included in the treaty and made legally binding. The UK is also holding out on its other “red-line” issues: a watering down of the proposed EU foreign minister, opt-outs from justice cooperation and opposition to mandatory social security payments to migrants.
